KB Update - Chatling Guidance Layer

The KB Sync mirror now includes a dedicated Chatling guidance layer. These cloud-safe pages tell crawler-backed chatbots how to answer X-Arcade customer support questions using the KB.

The guidance covers answer behavior, source priority, response quality, diagnostic routing, order and policy boundaries, answer templates, and human handoff.

The intent is to improve chatbot answer quality without exposing private data or relying on hidden runtime prompts.

Chatbot guidance files publish only when marked cloud_sync: true, safe_for_cloud_kb: true, and review_status: active.
